Yes and No. There are Bridge Officer skill for finding cloaked ships but without them the Bird-Of-Prey is completely invisible. There is a catch thought. Science Vessel have an innate ability to flush out cloaked ships so don't think it's a perfect cloak of invisibility. It is also worth mentioning that when cloaked your shields must be down, so you are vulnerable.
